Both are bad; however, I think unethical behavior by a business is usually more serious. I would give the company the benefit of the doubt that they may not have known that the company they hired employed unethical practices. If on the other hand, the company knew that they were hiring someone who used unethical behavior, the company is to blame. Obviously, if the company itself uses unethical practices, it is to blame again. I think the company must take responsibility not only for its own actions, but also for actions done on its behalf by a third party of its choosing.

Having no other details, I would have to say that both are equally serious! I suppose it would depend on the type of unethical behavior and on the details of the situation to determine which was really worse.
