I've seen many a person research every supposed way possible to make their booties bigger, and they don't work. People that have larger butts are genetically predispositioned to them. As you seem to have found, exercising will only give a person with a flat butt a firm flat butt, no matter what exercise or how much resistance they use. I've said this in other answers; if exercising works, why do you think you see well-toned women that exercise frequently going to plastic surgeons to get butt implants? Gaining weight doesn't work either. A person can't choose where they gain or lose weight. Where weight is carried on the body varies by person. So, even if you were to gain a few pounds there's no guarantee it would go to your booty like you'd like. There are things a person can do with their clothing to make their butt appear larger though. Jeans or pants with an embellishment or small pocket on the rear will give the appearance of a bigger butt. Also, when looking for a fit of jeans you want something that is fitted in the butt, but not tight. Many people think that really tight jeans flatter the rear, but they actually tend to flatten a smaller booty. Some companies even sell underwear and jeans with "butt pads" in them too. You could try those things. If not, your only other option is plastic surgery, which I don't really recommend. Hope that helps!

You're probably not doing the right exercises then. In order to tone a muscle you have to hold yourself properly.

Here's one that I do, but I don't know if it'll work for you since I already have a...I'll just call it a bubble butt, lol.

Stand with your feet shoulder width apart, arms at sides. Slowly bend your knees, keeping them directly above your ankles, and push your butt out (while trying to keep it flexed), until your thighs are parallel to the ground. Hold for 3 seconds, return to standing. Aim for 15-20 reps. (Also if you keep your abs flexed while doing this, it helps strengthen and tone them as well.)

-Program from Wayne Wescott, Ph.D Fitness director of the South Shore YMCA in Quincy, MA

This was in a magazine along with a few other exercises I found. As long as you do it right, like above where it says keeping your butt flexed, just clench your cheeks. This sounds weird...when you bend your knees more and go lower to the ground your butt unclenches on it's own...this is ok, just keep "fighting" with it and when you stand back up make sure their clenched as well.

You can either do this or eat some Hostess snacks and hope you take after the person with better genes. Just because a person eats a lot of food and their butt gets big doesn't mean it was from the food. This is where they gain weight more and I'm sure when they were thinner they probably had a big butt then. So the idea of pancakes may not work for you, as mentioned above. If you don't gain as much weight in your bottom then you most likely gain it on top or in your middle...Or you're really skinny and don't know what shape you have yet. It's harder to tell where you gain the most weight when you're slim.

If your butt is really flat though, then the only hope left for you would be butt implants. They also have the padded underwear for your butt, you could try those if you wanted. This exercise more tones and shapes you, so if you build muscle easily or you have more of a round shape to your muscles then this would be good to do. I have more round muscles and I noticed that by looking at my biceps, they're shorter but have more of a mound atop my arm, whereas some people just have a longer muscle but it looks flat. Best to tell when your arm is flexed.
