Lock your cats in another room, keep your child under control for a few minutes, open the window, and wave something like a sheet or pillow case at the bird. Its going to get scared and fly around. Odds are eventually it will go out the window, especially once it smells the breeze and realizes its what it considers "normal" that direction.

Put the kids and cat in a room without the bird and shut the door. Close all doors to all rooms that don't have the bird in it. Cover all windows and open the front or back door, whichever makes more sense. Use a broom with a towel tied to the end and try herding the bird towards the open door. If you don't cover the windows, the bird may panic and fly into the windows and hurt itself. Good luck.

If possible, make sure the only source of light in the room is an open window with no screen. The bird will fly towards the light source. If there are several windows in the room, open 1 window, then close the curtains on the others. If necessary, then go and walk toward the bird 'herding' it toward the open window.

Keep the windows open, that's the only way. Keep the doors of the room closed, so that the cat and the child are outside the room and don't get cold or run out.

Open a window.
Put birdseed and water on the windowsill right outside the open window.
Leave the room
When the bird gets hungry/thirsty and isn't stressed from you being there, it will seek out food and water and hopefully fly away if you come near him while on the windowsill.
Or spook it and knock it out of the air with a tennis racket. Might result in death, so that solution would be personal preference.

The only thing I can think of is to open a window and try to shoo the bird towards it but you have to be careful not to stress out the bird because it could get very agitated and die. Good luck.

Throw a large towel on him while he is sitting somewhere. Wrap him up in it and take him(or her) outside and release him. How in the hell did he get in?

The cats sound handy, can they climb curtains ? Try teaching them to climb curtains.
