No: I wouldn't rush to any judgments, if you were married you wouldn't, why now. This is the problem when your not legally married, it's to easy to "jump" out of a commitment. This is what I believe.
I would confront him, ask him what the hecks going on. Get an answer, then make a decision but, remember, the decision you make is the one your going to have to live with, forever maybe.
Do you think maybe counseling would help, if he agreed that is?

hard one. if he knows you have been looking at his emails he will probably do his nut, but you need to have this out with him it might just be harmless flirty i dont agree with it and if my man done it i would go mad but it may just be a bit of fun and he may have said he has cheated on you just to keep this other girl intrested. I think you need to sit him down and talk to him tell him what you have seen and see what he says. i really hope it works out if you need me you can email me. good luck hun

Couples counseling could be necessary to recommit to one another or to get clear that it's time to move on. Certainly, he seems to be emotionally immature, but you should read
How To Be Your Own Best friend
and later, if necessary.
Rebuilding ( When Your Relationship Ends).
