65 is 100%. It means that 1% of 60 is 65/100.
You want to know how much is 60% of 60? It is 1% of 60 times 60, ie. (65/100) * 60. Now, this can be written also as 65*60/100 = 65*0.6 = 39

Now you should be able to calculate not only how much is 60% of 65, than also 65% of 60, 55% of 120, or generally X% from Y (X*Y/100)
