Around Northern California where I live, they are called stump sprouts. It is actually an adaptation for fire survival the cases I know about. After a fire (I was a firefighter for many years) sprouts can be seen sometimes in one to two weeks after a burn. All of the species I have experience with, with one exception, are broad-leaved, and many of the plants actually grow in ways that enhance the chance if burning, . The Coast Redwood responds to damage by sprouting from burls on the roots. When a redwood is cut, a circle of sprouts frequently forms around the old stump called a "fairy ring".

Reforestation and because clearing land is harmful for the ecosystem. Tearing down trees pulls everything out of order, kills thousands of animals, destroys the evironment and ultimatley leads to global warming because of the lack of oxygen trees nomally provide. Why do they clear the land in the first place? I don't know!
