can 2d ultrasound detects birth defects?

Yes, conditions like spina bifida ( where the spine column does not fuse completely around the spinal chord ), heart valve problems, limb deformations and a cleft lip.

Absolutely. 2D ultrasounds are what everyone has. They allow the doctors to look inside the baby to find heart defects, spine defects, brain defect, etc. 3D ultrasounds are for pictures of the outside of the baby and do not help you find internal birth defects.

I guess, since regular ones can....by measurements of the legs, arms, neck, lips, dr can pretty much tell if the baby has birth defects...because the measures will tell that he's not developing the way he should.

Yes, not all but some. Like irregular heart growth, abnormal fetal size, abnormal body part sizes or missing. There may be more. But its a tool that is used as an indicator to do further testing.
