You can't really compare the two as they're completely different players.
Stevie G is definitely the better all round player - probably the best of his type since Roy Keane, he can play more-or-less anywhere, or at least he has for England & Red Scouse. He can tackle, pass, shoot, he's strong - basically, he's **** hot!
Joe Cole on the otherhand is probably the more skillfull of the two in terms of tricks & flicks 'n' all that & was probably England's 2nd best player @ the World Cup behind Rio.
In a straight choice though, anyone with half a brain would pick Gerrard - or as Chelskii tried to do in the summer - have both of them!!
(P.s. . . . . . . . If you mean hot as in looks wise, then i'm stumped!!)

Um...I guess if you really want to know, I personally think Joe Cole is better looking...In terms of skill, Joe Cole is fantastic with the ball and I love watching him, but I prefer Gerrard, as he's a very strong and complete player.

No comparison. Different players, different positions, different game plan. A decent manager would have them playing together complimenting one another.
But. Then there is the point that perhaps Gerrard doesn't want to play with anyone else.
