Being in the Marketing team in a manufacturing industry we define strategic marketing as follows:
Define why something is strategic to the company~: - It can be emergent market, better profitability, close to manufacturing site therefore less transportation costs.
Once we have made a strategic decision we then develop a marketing strategy e.g: Emergent Market - China - we develop a a plan on how we will cultivate relations and break into that market - this means initial visits; understand of cultural differences; starting an office - on the manufacturing side - we ensure we also develop a plan for increased manufacturing capacity (do we open a facility inn China?); develop supply chain initiatives to get the goods to the customer once orders come into place etc etc. The planning side also gives a timeline and budget for each of the activities that will be taken - this then keeps the all project within given constraints and also monitors success of strategy - it should also include a no turn back line - i.e once that has been breached there is no turning back

For instance tactical marketing is (eg GM cars), offering discounts, or free air con etc. Strategic is around what sort of cars they should be building, where they build, how (supply partners etc) etc - longer term issues that seriosly impact the success of a business. Hope that helps.

strategic marketing is basically aiming your product at certain groups of people
for example there's a new pink phone out, so you'd advertise it with lots of pretty girls, not sumo wrestlers, as you are aiming at girls.
