What you are hearing are house alarms. If the rechargable battery is old - very soon after the power failure, or when they go flat (~30 minutes), the bell will sound (using a battery in the bell box)

Often the simplest answers are the most likely:
When all the lights go out, all the local children who roam the streets with a can of Stella Artois in one hand and a cigarette in the other see the opportunity to steal as many car radios as they can without being seen. If they set off an alarm they can run away into the night without being seen. If not, they may find something in the car to sell to buy more Stella Artois and cigarettes.
That seems to me to be the most likely answer (from the evidence I have seen, anyway!)
