Would a an upgrade from 256 MB of RAM to 768 MB be stable and would the 512 RAM be in conflict with the 256? Specifically would the 512 RAM be actually reduced to 256 RAM speed to match the other slot?

yes it would be stable, if they have the same speed, however, if you have different speeds, the faster speed would be reduced to the lower speed, it would still be stable though..

example:
512 (133mhz) + 256 (266mhz) = 768 (133mhz)
512 (266mhz) + 256 (133mhz) = 768 (133mhz)
512 (266mhz) + 256 (266mhz) = 768 (266mhz)

It depends on the age of the computer but in most cases with systems built in the last 6 or 7 years your should have no trouble increasing your systems RAM to 768. I would just check the motherboards manufacturer site "just to be sure, that wouldn't take long. If you don't know the make and model of the motherboard download 'Belarc advisor" it's free and will take an inventory of everything that is in your computer, All hardware, and software and list it for you.

As long as both the RAMs are identical in parameters except the size, the system will be stable.

Go to crucial.com, they can do a scan of your computer and tell you what you have and what you can install. This scan is very intense, it will tell all you need to know.
