When you say popups, are you talking about popups on the internet, or something that appears on your computer when not on the internet? Internet popups are controlled by a popup blocker - Internet Explorer's popup blocker is good, Yahoo's is good, Google's is better. Add the Google toolbar and it will save you a lot of annoyance. http://toolbar.google.com/T4/index_xp.html
As far as spyware and malware on your hard drive, if you have a spyware program, you don't have to buy anything more. You can add Ad-Aware free, which is a good malware program and run it either before or after you run your spyware. Get Ad-Aware here:

You can go to www.lavasoft.com and get Ad-Aware free and www.grisoft.com to get anti-virus free. Then in Safe Mode run them. Safe Mode comes up by rebooting and continually tapping F8 until you get the black and white screen and choose which mode. If you get as far as windows flag then you have gone too far and need to shut down and start comp up again. Good luck. If you want to buy a package I think CyberDefender is the best I have ever had. About 10 times as fast and catches 95% of problems.

If antivirus and spyware remover software does not work, you can try to restore the computer to an older working configuration. Detailed instructions are posted at http://fixit.in/systemrestore.html
