There is no technique by which the penis size could be enlarged permanently. Any claim made by makers of such devices should be taken with a pinch of salt.
Why do you want a larger penis? Your size is more than adequate for sex purposes. Imagine a situation where you have a hard on in public when your penis get longer by 2 more inches - would you be able to hide this from public?
If you think longer gives better pleasure to either partner, then think again! Maybe you can completely shave your pubic hair around the penis, so that your penis looks longer than what it is.
