With most email programs, when an e-mail is blocked, it will still be successfully delivered to the persons mail account. The account will simple delete it. So you do not get an error message or anything. Done deliberately so that blocked spammers do not receive a reply letting them know the address is "live".

If you get email back saying it is undeliverable, it's possible that person has blocked your email address. It's also possible you had the wrong address to send to. But other people are just as able to block your address, as you are able to block theirs.
