Let's say I grew up in a dirt poor, lower class family. My parents, for whatever reason, were not able to accumulate any savings. I go through school and graduate, but when I leave I have no money for college. What are my chances of procuring a scholarship and/or loan? Assuming I procure a loan, what are the chances that I will be able to get a job that affords me paying it back in time to accumulate some savings of my own? Assuming I am able to get a job, how long (on average) would it take me to pay back that loan?

Your questions are not logical at all.
A scholarship or loan does not depend on who your parents are, but only on your performance. And once you have a loan or scholarship, you can learn a profession paid well enough to be able to pay back any loan withing let's say only 5 or 6 years.
YOUR PERFORMANCE is all it all depends on, is it good, you can raach whatever you want, is it bad, you won't reach anything.

Well that depends on your race. Since I don't know what race this person is I will list the major possibilities.

First, you can't be Jewish because it is from a low class family.

Second, if you are black then you will be able to get scholarships no matter what your G.P.A. is because of affirmative action and other such nonsense laws.

Third, if you are white you may be able to get a loan, but it depends on if there is a black person in line before you. If a black person is in line before you then don't expect a good loan.

Forth, if you a Mexican then you will be able to get scholarships and loans just like the black person for the same reasons as the black person. You have a benefit though because you can work to pay these off, or at least act like it for a while. While you are working you send money down to Mexico to be put in a bank there. When you are done with college and whatever then you just go back to Mexico and live like a king, just don't drink the water.

If your the cream of the crop your chances are extremely high. If you are an average Joe or event slightly above average then your chances are not so good, but I guess you would learn from the journey. Such is life in a capitalistic model of society yet the same could also be said about the communist model.
