Actually, quite a few of the newer SOHO routers do provide mininmal QOS services. Just google for them, I can't remember them off the top of my head, I know that buffallo does for sure.

That's not possible with a SOHO class router. You'd need a higher end firewall or router that supports QoS or traffic shaping.
