As you wrote BUND in capital letters I believe, you're not talking about the Bündische Jugend, which was a youth movement after WW I, but you rather mean the youth organization of the Bund für Umwelt und Naturschutz in Deutschland (German federation for environment and nature-Protection), which is abbreviated BUND. The BUND is the German branch of the Friends of Earth.
The BUND as was founded in 1975 and the BUNDjugend as the youth division of the BUND in 1984. All BUND members under the age of 25 years are automatically members of the BUNDjugend.

My german is really not up to this but Wikipedia seems to trace it back to around 1924, which sounds about right to me.
The National Socialists turned it into the Hitler Youth in the thirties.
