is it normal to have spots on the underside of youre penis

If the spots were not there before, I would say no. It does not mean you have a serious problem though. It could be due to trauma caused by abrasion from clothing or sex. It could be a sign of an STD like warts, herpes or syphilis. You probably ought to see a doctor for an examination.
