Dollars ..an administrator gets paid more than a secretary.

A Secretary needs to be able to make coffee, type, file and take care of the boss' business needs.
An administrator usually does the same but gets the coffee made for them.

Administrator is a newer term. Employees know what a secretary is supposed to do. The new term allows employers to load more work and different kinds of duties onto secretaries.
