In the US it's completely legal to use an unsecured wireless network. Your wireless NIC should just connect to it automatically. If it doesn't, just launch the management tool, scan for wireless networks, and connect to any open network of your choice. You don't need to know any IP addresses, passwords, or anything else.

If the network is secured, you'd need the permission of the owner as well as any passkeys or passphrases to access it. You'd get them from the owner.

Attempting to hack into a secured wireless network is a Federal offense and can get you significant prison time if caught. It's no different from trying to hack into a bank's computer systems as far as the law is concerned.

if you have permission than just ask them. But if you don't know how to, clearly this is illegal. You are illegible to a $5000 fine, so you should be careful.
