On Bank holidays, the banks are only closed to the customers. The staff attend the office as Banks have to close their yearly accounts.
If 31st December and 1st January otherwise fall on closed holidays, and yearly accounts have to be closed on 2nd January, then 2nd January would be a Bank holiday. (For customers only)
