No, you have to factor in the mother's side of the family as well, plus genetics often skip traits from generation to generation--a son of two tall parents could be short, for instance, if one or more of the grandparents were short. Same way with the penis, I doubt there is a lot of comparison going on between generations, if so it is rather strange.

It can be a good indication, but as the others have said you would have to factor in the whole family from his mothers side as well as the dad. If he is larger than most boys as a toddler then he will normally continue that way.
