No, you have to factor in the mother's side of the family as well, plus genetics often skip traits from generation to generation--a son of two tall parents could be short, for instance, if one or more of the grandparents were short. Same way with the penis, I doubt there is a lot of comparison going on between generations, if so it is rather strange.
