For general internet surfing, you will not notice a major difference. To many factors such as a web server's max supported speeds, whether they are capped, and the load currently on the server will all be factors. The difference between 2.2Mbps and 8Mbps really only comes into its own during larger *sustained* downloads over 2-3MB in size.
8 megaBITS equals 1000 kiloBYTES a second (about a megabyte a second). So for large files you would see for instance, a 700MB file download in roughly 700 seconds (11 1/2 minutes). You would be hard pressed to find any web page that is even near one megabyte in size (or even half that)...hence is why you will not see the difference for general surfing..
As for torrents, that depends. Torrent speeds depend solely on the number of seeders and leechers connected to you and their upload settings. Having more peers (seeders & leechers) will relate to higher download speeds. However, having few peers or connecting to peers that have capped their upload speeds to a very low rate will result in very slow speeds regardless of your internet connection speed.
In bittorrent, any connection over 4Mb/sec will rarely ever see their download speeds topped out unless they are connected to well over 100 seeders/leechers.
My advise, get the 8meg, find out if your ISP supports Usenet (a.k.a. newsgroups), if so, download the free Xnews usenet client ( http://xnews.newsguy.com ) and download what you want at your FULL bandwidth as a periodic alternate to torrents.
Usenet tutorial here (a bit overblown but covers the basics)...

As has already been said, you won't notice a big difference in day-to-day surfing.
As for downloads or torrents, you could find yourself at the mercy of traffic shaping so by upgrading your package (and paying more money) you will probably not be much better off.
And you'll still be connected to people who don't have a massive upload speed so that will slow things down also.
Finally, your ISP will NEVER guarantee that your speeds will reach 8Mbps. It depends on the distance from your local digital exchange and whatever hinky copper-wire exchanges exist between your ISP and the sites you are downloading from.
For the moment, 2Mbps is probably the best matched speed so you get the (theoretical) maximum download speed. When more people get hooked up to 8Mbps systems, it'll be much cheaper anyway and you can take advantage of the increased speed then.

No simple answer to that.
On some things like downloading movies etc you'll have a more stable and prolonged d/l speed. Whether it increases by all that much is unclear.
In my last house i had 8mbps, but the downloads never really increased by that much as a rule.
If your expecting super whiz-bang speeds - forget it.
it will be better than the speed you have now, but it wont blow you off your seat.

save your money the internet speed will only make a slight bit of difference to the downloads all the rest will be much the same ,as it depends on the sites you visit and if they all operate at the same speeds etc.

Torrent downloads > Definitely you will see the different…
General surfing > depend... not much… but if you can get 8 MB for same price as 2.2 MB… go a head…
