How to give link to a picture while creating the html webpage ?

I am creating a webpage offline using html programming language.
please help me add the link to a picture in the webpage

HTML isn't a programming language, it's a markup language. If it was a programming language it'd be called HTPL.

right click on the image and go to Edit, insert hyperlink and type your link there.
