Visit international chat sites
(Yahoo chat works - i have met online people from at least 9 different countries - ending up meeting 3 in real life so far).
Visit places where many people from other countries come - and make friends there.
Visit the countries themselves.
Add yourself to a 'friends' network such as yahoo 360, create a weblog, or myspace (be careful there though)
