The primary things that de-value a car are damage, signs of wear, and high mileage. If these things have not been accounted in the pricing of the car, point them out to the seller.

If the car is fairly priced, and you want a lower price without a lower valued car - then the only thing you can do is appeal to the seller's mercy. Beg.

You are in a better bargaining position if you offer CASH, and if your offer is reasonable.

BY THE WAY: I really doubt that whatever plants or shrubs the seller owns, will affect his/her negotiating on the CAR. A privet is a shrub/bush. Look here:

Go to a garage and get an estimate on all the things that need to be done to it. It will lower the value of the car for registration purposes. Make sure you bring the paper from the garage to Motor Vehicles with you.

Find something wrong with the car.

Show him other cars of the same type for less.

Then get the money you are willing to pay, IN CASH. Tell him here is all I can do, take it now or I am walking.
