I have been in the "beauty biz" for over 20 years and I have never heard of that! ;-)
There are products out there called "lip stain" which TEMPORARILY change the color of the lips (can last a day or two). Hair dye as mentioned would be harmful to use and would not give the desired result as new cells are constantly being made and the dye would be gone in a couple of days anyway!

You should never use hair color on anything other than your head. There is even a special color for the eyelashes. Like everyone else said, you can tattoo your lips. I have mine done. It hurt like a mother but totally worth it to me since I barely had any color to my lips at all. Plus they numb it constantly as they are doing it.

cannot imagine where you heard of such a thing. Hair dye would burn your lips! Some have them tattooed a perm color..ouch
