Why do you want the wheels to lock up?

Does the car have ABS? If so, you shouldn't be able to get the wheels to lock.

I reckon the brakes are OK, but either you've got ABS, or you're trying to lock the wheels on a grippy surface. The Arosa is quite a light car, with reasonably large tyres. It will have more grip than momentum, so will be difficult to persuade to lock-up unless you are on a very slippery surface (it will come to a stop quickly and safely instead).

Do you think the stopping distance in normal use is too great?
Or are you just concerned that the brakes won't lock-up?

Could be lots of things. You can't risk having a brake problem, get it checked out professionally.
