Talk to a bank and see if you can set up an escrow account. This would work well because you pay your rent into the account and the complex cannot access it unless they are meeting their contractual duties, like making all necessary repairs. As long as you pay into the account on time, you cannot be faulted for paying late, but they don't get rent until things are done.

If the place is uninhabitable as in pests or unsanitary(toilet,plumbing etc) you can break the lease.

That depends on your lease and your lease laws in your state or area. I know in my area, Illinois, you must request the repair in writing several times and make a good faith effort to get the issue repaired. Then you must warn management that you will have the repair done, give them ample time to attempt it, and submit the receipt with your rent as proof of payment so that that amount is not due on your rent. You need to look up tenants rights in your area and read your lease with a fine toothed comb to see what your recourse is.

There are laws in every state regarding this under something usually called renters rights. First notify them in writing, certified is best so you have proof of this.

Some states allow you to cancel your lease or withhold the amount of money from your rent to fix it yourself.

Search under your state.

Document your maintenance requests! Get copies! When they do not show up Show these to the manager, if they are still unwilling to help after this, then you should get information on the landlord/tenant act to find your options but you need proof so keep your documents!

Not pay your rent until the repairs are done, but you should put the rent in an account until you pay it.
