call the police

Report it to the police. Ask to speak to a detective. Tell them what you mean by "I know pretty much." They may or may not agree with you depending on what you say and how you say it. Be honest. Remember that they aren't stupid. If it sounds like you are just grinding an axe (hate this guy and want to hurt him), they probably won't give your suspicions much thought. But if you sound like you might have uncovered something, they might at least check his bank account activity to see whether he's spending more than he earns. They could also have a forensic accounting person check the school books. If you don't know for sure, come in saying that rather than saying he's an embezzler. In other words, say that you don't know for sure, but your observations make his activity look very suspicious to you, and then say that you would like to share those observations with the detecive to see what he thinks. That way the detective won't think you're a nut case. Good luck.

1st, you have to be 100% sure that you can prove the accusation. If you can, get a lawyer to direct you the best way to proceed with the accusations.
Keep in mind, he might not have done this alone and some powerful people, or even authorities can be involved in this too (we never know), that's why I suggest you to get a professional advice, before you take any actions. I guess, you will also need protection and again, an experienced person (a professional one) can help you with all the details.

Go to the cops immediatly. The sooner they get the ball rolling the sooner the thief gets caught. Make sure you bring any evidence that you might have with you and explain THOROUGHLY how you figured this out.

I would put a bug in someone's ear that had a little power.Let them get close & see what they could get proof on.
Then you could both take the proof to the school board & then he could be prosecuted by the district attourney.

report it to your district attorney's office and/or FBI. Be prepared to back-up your claim with specifics. you can write your information/complaint if it is easier and request an investigation etc and perhaps your desire to remain anonymous, etc if you like.

Report it to the authorities--police. If you know about it and you don't report it you could be considered complicit in the crime.
