It really depends on the plant. But try the following.

If it has a drain hole in the bottom of the pot. Put it in the sink and let the faucet drizzle slightly arm water into it until it is soaked. Shut off the water and let it stay there till totally drained.

If it has no drain hole, Pour the same slightly warm water into the pot a cup at a time. Allow it to soak in before you add more. You do not want to make it sloppy wet without a drain hole.
If it isn't presently dead, it will die from root rot.

Then set it back in the saucer near a window and watch it. If it starts to put out new shoots or leaves, trim off all of the dead parts and you probably have saved it.

If nothing happens, the plant is dead, dump it in the trash and if its a good pot, clean it and run through the dishwasher to sterilize it.

Buy a new one and start over.

It is not so much the dry that is worrying me it's the black leaves. I'm not sure what kind of plant you have, but black in a plant generally means it was exposed to cold temperatures at some point. If that is the case it is dead. throw it away and start over.

take your thumb nail and run it down the stalk about 3mm as close to the base as practical ; and if it is still green ; then your a chance of reviving the plant .
a couple of things you'll need to do is strip the dead leaves off and trim a percentage of the plant to a point that the plant is still alive ( as you would have found out by scratching the base , or thereabouts , ) and obviously water it well , but don't fertilise it until it gets back on it's feet .
having said all that , it will depend on the plant you have in the sick - bay ! good luck .

Try pouring some water and dont expose the plant to direct sunlight. It might survive.
