Windows service pack 2 has a build in firewall that tries to prevent your computer from being infected. However it does not know the differente between good and bad downloads.

If you look on the top of your browser you will see that a small bar appears indicated that you could click there to allow the pop up (donwload) once or always from this site. click that and it allow you to download what you desire. Alternatively you could temporarily disable the windows service pack two firewall via the control panel /Windows firewall (icon) ans check off. But remember to turn it back on later.

Good luck

Uninstall it from the "add and remove programs" menu in control panel. I had the same problem with it on my other computer.
