or do they not work in the same place. just trying to find out what is the name for the place where you can buy presciption glasses./ spectacals. any difference between spectacles and glasses ?

My understanding is as follows. It may be overly simplistic.

Both can (and usually do) work in the same offices.

An optometrist performs eye tests and writes a prescription for lenses to correct vision.

An optician fits the prescribed lenses to a person's facial structure and frame choice so that the lenses are correctly placed in front of the eyes to provide the vision correction. Lenses in frames are called both glasses and spectacles depending on your geographical or cultural bacground.

An opthalmologist is a medical doctor that can inspect the geometry of the eye and prescribe lenses to correct vision and/or perform surgeries to change the geometry (i.g. lasik) of the eye or correct other problems (i.g. detached retina) to correct vision.
