While I do not know much about the spending of the Carter administration I do know this. War does not count in spending. Any President that was involved in a war has and should have spent much on it. With that being said, this is an area that I do not agree with the President. He has approved every spending Bill that has come across his table not including the war. He has not truly adopted the Regonian philosophy of fiscal responsibility. On the other hand you have to spend money to make money.
