Yes it means to charge out, go and wander. But i guess the etymology came from "sail forth" of "sail ye forth", an adventurous phrase during the exploration and ship trading days of old. "Sally" may just be a modern spelling of the sound corruption.

sally forth is kind of like a strut or a carefree walk, so you're kind of like wandering off into the world but not seriously, you're a bit ditzy and skipping off through your life.
