Not real sure of Congress Protocol, so my answer? is probably of little help.. What I DO think is: that for the Last 6yrs.& 10mths. Congress has been a RUBBER STAMP whose (GOP Majority)Only Purpose was to serve GW, Cheney/haliburton/worldBank/BigOil/CarlyleGroup/The Illuminati/and the IsraeliJews, who in fact are ALL tied Together. on an EVIL Path toward WORLD Domination. Therefore, this is the reason U.S. Citizens are PissedOff, Watch Out for dubya&Co. trying to fk with the constitution AGAIN, to make non-American Born to become Prez. They are Priming an '08 Henchman, a Natural EgoPowerMan.. The current system works quite well, Congress proposes the Amendment, then 2/3 of the states are required to ratify it, then 2/3 of the congress must pass it.
The worst possible thing is a Constitutional Convention. Millions of weeping limp wrist liberals clamoring to repeal the 1st, 2nd,
4th and 5th Amendments so we can REALLY live in harmony.
