this does make sense.
she got her tubes tied, but she still has everything in tact.
and as a result, her body still has the natural hormones
and every month a egg is released, but since her tubes are tied the egg has nowhere to go. (sterilized)
and the period that she gets is the sloffing off of the uterus, that happens every month. this is because of her hormones.
and that has nothing to do with her tubes being tied.

The hormones in your mom's body are working the same way as normal, it's just that if she ovulates the egg can't reach the womb.
