Yes, because an educated and trained individual is of greater benefit to society;ie. more productive workers, better informed politically, can better contribute to society's institution, and is more stable. There should be entrance requirements and should not be under the auspices of the secondary education system.

Im an old dude and when I went to JC there was no tuition. I think it should be free but everything is about money now.
