how to convert 5*2 rectangular to squares with only 4 cuts...

mmmm.. How many squares do you need? If 3 is enough,then u can actually do it with 3 cuts.

Cut 2 units off the end to form a 2x2 square.
Repeat for another 2x2 square
cut the remaining 1x2 strip in half for (2) 1x1 squares

If you are after all 1x1 squares, instead of the 3rd cut above, stack the 2 squares & 1 rectangle. Cut in half. Stack the resulting rectangles and cut in half.

Divide the rectangle in to three as follows 2x2 2x2 1x2 (3 cuts)
Divide the 1x2 rectangle into two 1x1(1 cut)
total
4 cuts
2 squares of sides 2x2 and
2 squares of sides 1x1

You can convert it into squares with only 3 cuts: cut two 2x2 squares off and you'll be left with a 1x2 block, cut this in half to finish with two 2x2 squares and one 1x1 square.

I suspect, though, that you want to cut it up into 10 1x1 squares. In this case you're going to need to "stack" or "fold" the rectangle at some point. For instance, you could cut the two 2x2 squares off as in my previous answer, stack them on top of each other and cut again; at this point you have five 1x2 blocks, so stack them all up and cut.

There are many alternative possibilities; for instance, you could cut it into 2x2 and 3x2 for your first cut, then stack these and cut in half to get two 2x1 and one 3x1. You can then stack all of these together and cut the end off to get five 1x1 and one 2x1, then cut the 2x1 in half. Pretty much any sequence will work as long as you keep stacking and/or folding.
