yes, it is enough, go real slow if you feel like its not enough weight

Three sets of 12 to 16 reps is the current standard when working out. Or, you can use a lighter wieght for the first set and the heavier weight for the last two. It might be good to keep that in mind when you get some more weights. Then you should learn some different exercises for different arm muscles and work them three sets of sixteen too. doing 100 reps of the same thing will eventually not have much effect. It will maintain the musle that you have , but your body has probably already gotten used to it, so it won't build any new muscle.

If you are just starting out. That is a pretty good weight. Mostly it depends on how much you want to develop your muscles. And how fast. It also depends on your level of fitness. Are you just starting out? You don't want to over do it when you first get started.
My husband and I work out 3 times a week. I use 25 to 35 pounds each arm for curls. He use 50 to 75 pounds. But it took use both a couple of months to work up to the weights we are using. After you get to where you want as far as muscle tone. Keep up with that amount of weight.
If it is the cost of buying more weights you may want to look into your local YMCA or Recreation center. They are usually free or pretty cheap.

well any movement of the arm, including without weight helps strengthen the arm. Weights just help the rate of improvement. But yea 10lb 100 times should help.

I think the lower weight will tone you, but if you are after bulk you should definitely use a heavier weight.

low weight high rep is good then gradually increase the weight to where it's comfortable, don't over do it

yes, for now this is enough, but your muscles after a while WILL require more. do what you can then work your way up to 40lbs
