I have closed all programs and even changed boards. but it still ties up the line. I have even deleted my start up files

if you're using dial-up internet service, it's going to tie up the line...

There could be a problem with your modem. If you don't use a dialup connection, you could probably just disconnect the phone line from the modem and you'll be fine. If you need the modem for some reason, first check to make sure the cables are plugged in correctly. Then check to make sure that your modem driver is updated. Reboot the computer. If there's still a problem you might need to get a new modem.

2 major possibilities,

you are on dial up and your anti virus program, such as nortons is trying to get online to do update. So it automatically dials the phone when it opens.

The other chance is that maybe the modem is bad and is shorting out the phone line every time it gets power. If you just hear nothing or strong static it is probably this. If you hear it trying to dial like the beats... beaps.. etc then the modem is probably ok.

try unplugging the modem when you turn on he computer each day.

I highly suspect that you have dial-up internet service. When you start up your computer it tries to access the internet automatically.
The modem in your computer is dialing the number to the server that will give you access to the internet, and in doing so occupies your phone line. There are many other ways to get to the internet without tying up your phone line, but these methods(wireless, dsl, cable satellite,etc) are generally more costly than dial-up.

Just shut down your computer and it won't tie up your phone line! You will have to boot up your computer when you want to use it or get a different line for just the computer!
