Based on the terrible team he played for, I would say without a doubt that Steve Largent was hands down the greatest wide receiver to ever play in the NFL. Without question.

Right now its Drew Bennett, he is money! He rarely drops the ball and because he played QB at UCLA hes what u call a recievers quarterback, he knows what the QB is trying to do so hes gonna put the QB in the best position to be successful. Look his stats up he actually caught for over 1200 yards a couple of years ago. his is his BIO
Andrew Russell Bennett (born August 26, 1978 in Berkeley, California) is an American football player in the National Football League. Bennett plays wide receiver for the Tennessee Titans whom acquired him as an undrafted free agent prior to the 2001 NFL season. During the 2004 season he tied an NFL record by scoring eight touchdowns in a three game span. He once ran the San Diego Marathon without training.[citation needed]

Bennett attended Miramonte High School in Orinda, California and was a three sport standout in football, baseball, and basketball. As a senior football quarterback, he won first team All-League and second team All-Bay Area honors, after he passed for 2,308 yards and 18 touchdowns and rushed for six touchdowns. In baseball, he batted .430 and won first team All-League honors.

Bennett attended the University of California, Los Angeles (UCLA). He was a walk on as a quarterback and elected to redshirt the 1996 season. He was awarded a scholarship for the 1997 season and switched positions to become a wide receiver for his junior year. He played both wide receiver and quarterback in his senior season and won the Paul I. Wellman Award for All-Around Excellence. He graduated from UCLA with a major in Political Science and is also a member of the Sigma Chi fraternity.

I found some info that is not a definitive answer, but, interesting nevertheless:
The last white wide receiver to lead the AFC or NFC in receptions was San Francisco's Dwight Clark in 1982...on CBS Sportsline's preseason fantasy football cheat sheet, all but one of the top 52 wide receivers were black. Mark Boerigter was No. 35.
