Ireland is an island that lies between the Atlantic Ocean and the Irish Sea. Ireland has many rivers. It is bisected by the river Shannon.

Landlocked means that you are enclosed by land. Ireland is not landlocked. A harbor can be landlocked.

Ireland is an island so it's surrounded by water not land so it isn't landlocked.

Dublin itself is not landlocked either. hehe
