"is" is missing from the question or "can" can be added.
ie "To what extent can..." or "To what extent is....." "Can" is the better alternative.
Political decisions are made by politrical parties. These are usually made on the basis of two thinge 1) the idiology of the party and 2) what will win votes. The 'good of the country' is rarely a consideration.
Points:
1) Various parties and their ideologies
2) Vote winning issues and how these influence parties
3)Why the 'good of the country' is neglected.

Possibly on slavery, the north had extra slaves than the south plus Lincoln had over fifty slaves, and the imancipation proclemation most effective freed slaves in southern states. But the north stated that used to be the foremost rationale for the battle. Be very soft regardless that you do not wana come off as a racist.
