Your idea is a good starting point. You need to know what people in the community are concerned about and the only way to do that is to get out there and talk to people. It might be as simple as limited parking spaces in public areas, vandalism in local parks, rubbish being dumped in beauty spots,lack of sport facilities,etc. But grass roots issues are popular in small newspapers as they try to connect to the people of the town. It's not what the big boys would chase but it still matters to the man/woman on the street. Get talking to your friends and neighbours.
