Obviously the people of North Dakota are very forgiving of politicians who don't keep their campaign promises.
In 1986, the first time he ran, he promised that he would not run for re-election for a second term unless the federal deficit had been very drastically reduced. By early 1992, the defecit was worse than ever. So reporters asked him if he would keep his promise and not run for re-election. He joked about it at first, but then said that yes he would keep his promise and not seek re-election.
Then his state's senior Senator, Quentin Burdick died about 2 months before election 1992. Burdick's death resulted in the fact that the state would have to hold 2 elections for Senator that year instead of just one -- the regular election for Conrad's own seat and another special election for Burdick's seat. And then Conrad announced that he's going to run for that other seat. When it was pointed out to him that he's violating his promise not to run, he said that he is not now running for RE-election, but running for the state's OTHER senate seat. Yeah, right.
He won that 1992 contest. And then in 1994 he ran for re-election and won. And he ran again in 2000, and won. And in 2006, and won.
Very forgiving, those North Dakotans.
