Did she return the book? Did she apologize? Can you make the world a better place by reporting her? Can you move on and not have suffered from her actions? If you got it back and she feels remourse, let it pass.

What will reporting her do? Will she learn a valuable lesson? Will she be punished? Will it enable you to make her move from your place? Unless it will make your life awful (if she threatens you or something), I would report her. You could do it "anonymously" (haha, I know, it would be fairly obvious, but not impossible or implausible...)
