every single day there is at least one person that comes up to her at school and says or does something mean to her...and she is one of the smaller girls at our school and guys think it is funny to pick on her

now i have told someone about this and they said they cant do anything unless i have some proof that this is going on.

when (if ever) do i step in myself and do something about this?

Find something your friend is really good at. Encourage her to work on it and help her in it so that it becomes a source o fpride. Counter other people's bad behavior by subtly showing your friend that you are proud to be a friend of hers. Keep her in a group so that others don't find her alone to insult her. But allow her to learn to cope herself: you can't be around forever. Intervene only when it reaches a point where it is completely intolerable, or when it becomes physical.

Defend her,she doesnt deserve to be treated like that!
