A delegation can be from from the same state, the same party, on a fact finding mission, probably to a Scottish golf course to see why the grass is greener on the other side of the ocean although this used to be called junkets. The names have been changed to further confuse those paying for such trips, the lowly and now poorer taxpayer. Delegations are typically like minded politicians who go someplace to do something and while this is vague, so aren't their answers when asked about such misadventures.

As near as I can tell it is:

All of the members of Congress who represent a particular state (i.e., "the Michigan delegation.")

Or, it is a set of Congress members who are on a fact-finding mission outside of the U.S.
