this is common in most of the concrete surface with excess of calcium this is called as leeching cement leeches out when it comes in contact with water or moisture and goes away during not winter/rainy season

It could be water or snow coming off your cars and causing the reaction of water expanding in the concrete. Concrete is always affected by hot and cold.

The white spots are water in concrete. You see this in bricks also. It is called "effervesence". (not sure of spelling). Muratic acid is used to clean masonary .PS Never put salt on new concrete in the winter as this will cause the cement to crack or disengrate sooner. Use calcium chloride instead.

Drying concrete is a chemical reaction that takes approximatly 10 years to complete it's reaction. As the temperature changes the chemical reaction changes and the discoloration is most likely due to the chemical reaction.

In all probability there are imperfections within the concrete... patches with more moisture than in other areas. I suspect the blotches are ice within the concrete.

But that assumes weather is right...
